Considering the Civil Aviation Organization’s need to collect passenger security fees from travel agencies as per Section A, a system is being developed for verifying collections and reviewing discrepancies. The stakeholders of this system are as follows: 

• Civil Aviation Organization as the system owner 
• Airlines as the payment processors 
• Airlines as the discrepancy adjudicators
